Struggle for National Democracy as the Only Path for Change

Anakbayan-USA joins Filipinos across the US on July 23rd to expose the outright lies and deception of the US-puppet regime of Benigno “Noynoy” Aquino III as he delivers his third State of the Nation Address.  We call on the Filipino youth to fulfill its revolutionary role as the hope of the nation by fully participating in our people’s struggle for genuine change which can only be realized through achieving National Democracy.

Success and Progress For Whom?

Aquino’s mythology of taking a “Righteous Path” only serves the interests of the ruling class and US imperialism.  He hypes the 6.4% gross domestic product growth rate as a sign of success, but this so-called “growth” only benefits the top 1% of Filipinos – the big landlords and big corporations.  Despite the global economic crisis, the top 40 richest Filipinos doubled their wealth from $23 billion in 2009 to a total $47.4 billion in 2011.  Meanwhile, working families are experiencing deepening poverty and economic hardship.  This is made possible through Aquino’s economic centerpiece, the Public-Private Partnership program, which increases the privatization and commercialization of vital services such as health and education.  Approximately 26 public hospitals are to be turned over to private corporations and 1.4 million urban poor families are in danger of being displaced in order to make way for business projects of private corporations.

By deregulating the costs of tuition and repeatedly cutting the budget for public schools, Aquino has made education inaccessible to the majority of Filipino youth.  There is a rising number of college dropouts due to the fact that public schools are now as expensive as private schools.  Currently, 50% of children age 11-15 are out-of-school.  Aquino’s conversion to a K-12 educational system only serves the demands of the foreign labor market by producing more semi-skilled workers to be exploited in low-paying jobs overseas.  It does not create genuine economic development for the Philippines.  Meanwhile, the great majority of youth continue to be unemployed or underemployed under short-term contractual jobs.

Aquino maintains and imposes this unjust order through Oplan Bayanihan, the US-dictated counter insurgency program that unleashes violence on the civilian population and continues the previous Arroyo regime’s blatant disregard for human rights.  At least one community leader or activist is killed every week, amounting to a total of 100 victims of extrajudicial killings.  This brutal counter insurgency program is funded by $30 million in military aid from our US tax dollars.

Selling-Out the Philippines’ Sovereignty

Aquino is pushing to further entrench the Philippines as a vassal state of US imperialism.  He pretends to be ultra-patriotic against China’s muscle flexing in the disputed territories of Scarborough Shoal and Spratly Islands, while openly allowing the intrusion of US military forces in the Philippines.  Currently, there are 4,500 US troops in the Philippines.  Predator drones are deployed for surveillance and bombing operations, particularly in Mindanao. Nuclear-capable warships and submarines dock for service in the Philippine shores.  What’s worse, Aquino has illegally given permission for the reopening of former US military bases in the Philippines.  All of these treasonous acts are in complete disregard and violation of the provisions in the Philippine Constitution of 1987 that prohibit foreign troops.

National Democracy vs. Aquino’s “Righteous Path”

The current state of the Philippine nation clearly tells us that Aquino’s “Righteous Path” is leading us towards greater poverty, hunger and exploitation.  It also clearly tells us that the only true solution is to continue and intensify our struggle for national liberation and genuine people’s democracy.

The struggle for National Democracy is the movement to achieve genuine independence by liberating the country from foreign control and establishing a truly democratic people’s government that is run by the working people themselves.  It is the fulfillment of the concrete needs and interests of the majority in the Philippines, particularly the peasants and workers which comprise 90% of the population.

Through implementing a genuine agrarian reform, land monopolies of the major landlords like the Cojuangco-Aquinos will be dismantled and distributed to the landless peasants, liberating 75% of the population from a backward and exploitative condition.  This land reform serve as the foundation for national industrialization that will enable us to tap the rich natural resources of the Philippines for benefit of our people.  It is only through national industrialization that we can create full employment for the Filipino people and put an end to the systematic export of migrant labor as a means of survival.

Under this new system, free quality health care and education will be available for all.  The guarantee of political and civil rights will ensure the full development and participation of the people towards true social progress.

Youth as the Hope of the Nation

It is apparent that there is no bright future for the Filipino youth and people under the current political, economic, and social system in the Philippines.  Now more than ever, it is urgent that Filipino youth combine with all the sectors of Philippine society to replace the current system with one that truly serves their interests.

As chapters of Anakbayan are now being established across the US, Canada, and Australia, we have an important role in spreading awareness to the international community of our people’s struggle for freedom.  As Filipino youth overseas, we must arouse, organize and mobilize the people to address the needs of our community abroad and strengthen international support for the struggle for National Democracy, the only genuine solution to the problems in the Philippines.

It is only by fully participating and contributing to the struggle for national democracy can we concretely fulfill our role as the true hope of the nation.

What: We will hold a tribute to Willem Gertman and remember all the victims of human rights violations in the Philippines. 

Anakbayan will be joining Jersey City Peace Movement and the community as we voice our concerns about human rights violations.

Why: Since Philippine President Noynoy Aquino came into office there have been over 76 political killings of lawyers, journalists, union organizers, church leaders and other human rights workers. On July 3, 2012, Willem Geertman a Dutch NGO aid worker and environmental activist was also assassinated. The U.S. sends over $30 million in aid to the Philippine military who are often the perpetrators of these human rights violations. As Filipinos in the United States we need to stand up for justice and stop military aid.

Arman Arbarillo will live on in the hearts of the people

Statement and tribute of the Bagong Alyansang Makabayan on the death of its former BAYAN ST Secretary General

The Bagong Alyansang Makabayan (Bayan) renders its most militant salute to Arman Albarillo, former secretary general of Bayan Southern Tagalog who died a Red fighter of the New People’s Army last June 30, 20012 in the province of Quezon. Bayan takes pride in having known and worked with Arman during the difficult years of the fascist Macapagal-Arroyo regime. The Filipino people are forever grateful for the sacrifices and contributions made by Arman for the cause of national and social liberation. He died an outstanding revolutionary worthy of emulation by future generations.

Arman was not an overnight New People’s Army (NPA) leader and revolutionary. He was gradually led to the path of armed struggle, ironically, by the counter –insurgency program Oplan Bantay Laya itself. He was the son of Expedito Albarillo, a Bayan Muna (BM) municipal coordinator and a barangay councillor in San Teodoro, Oriental Mindoro and Manuela Albarillo, a Gabriela member. On April 8, 2002, Arman’s parents were killed by suspected elements of the 204th brigade of the Armed Forces of the Philippines (AFP) under then Col. Jovito Palparan Jr. Before this, Expedito was placed under the military’s order of battle in 1998, was jailed from 2000 to November 2001 based on a trumped-up charge of murder. They were among the first victims of extrajudicial killings under the OBL and the notorious “Butcher” Palparan. The OBL eventually resulted in the deaths of hundreds of unarmed activists and civilians.

After the brutal murder of his parents, Arman and his family were under constant harassment by the military. This forced Arman, his seven younger siblings and their relatives to become internal refugees who had to flee San Teodoro. He became a coordinator of Bayan Muna in 2004 and spokesperson and eventually secretary general of Bayan-ST in 2006. At the height of the movement to oust Arroyo, Arman led marches, caravans and Lakbayans from Southern Tagalog to Metro Manila. He was a frequent fixture of street protests and was well known by the regional and national media. In 2007, he was a delegate to the Third International Assembly of the International League of Peoples Struggle (ILPS). In 2008, he was one of the signatories in the last impeachment complaint filed in Congress against Gloria Arroyo.

Throughout this period of state repression, Arman kept a positive disposition. His smile would be present even under difficult circumstances. He was known to be a fiery speaker on stage, but soft-spoken in person. Fierce and determined in the face of adversity, but remained good-natured and funny.

State repression continued to target Arman even when he was already a prominent Bayan leader. In 2008, it was discovered that like his father before him, he was listed in the military’s order of battle in Southern Tagalog, a virtual hit list under the OBL. In October 2008, Arman along with 71 other mass leaders and activists in the region faced arrest following the filing of trumped-up charges of murder and multiple murder in a local court in Mindoro. The move was orchestrated by Arroyo’s Inter-Agency Legal Action Group (IALAG). This forced Arman and others to work underground, even as he continued to pursue his defense through the legal system and gather popular support here and abroad against repression by the regime. Unable to find justice in the ruling system, Arman would eventually continue his struggle as a member of the New People’s Army.

We have not seen Arman in a long time, and this sad news of his death will be a bitter reunion as we pay tribute to a courageous and dedicated Bayan leader. It pains us to know that Arman died without seeing justice for his slain parents, without seeing the “butcher” Palparan finally made accountable. This in itself  is an indictment of the rotten judicial system in our country.

With the death of a revolutionary, the reactionaries and ruling classes will always proclaim the end of the revolution. They will gloat over the supposed setbacks and defeats of the people. They fail to grasp the laws of motion of history and society. They fail to understand that so long as class oppression and exploitation remains, so long as injustice remains , and so long as the country is not truly free; many more will follow the path taken by Arman and others before him.

The reactionaries are mistaken. Their hubris and empty rhetoric will not serve them any better than the bombs and bullets they use to suppress resistance. This is what all previous regimes and the current US-Aquino regime fail to comprehend. None of them have ever been interested in addressing the root causes of armed conflict. They are only interested in escalating the suppression of the revolutionary movement and people, creating the basis for the emergence of even more revolutionaries. Indeed, the reactionaries do not grasp the laws of motion of society and the lessons of history.

Arman will be missed but his memory, like the many martyrs before him, will be forever etched in the long and rich history of the militant and revolutionary struggle of the Filipino people. Arman’s life and struggle will continue to inspire our people to carry on the fight against the oppressors. We honor Arman’s memory by resolutely advancing the struggle for national and social liberation.

Filipino Americans Decry Aquino and Binay U.S. Visits as Business Deals to Further Trample on Philippine Sovereignty, Increase US Military Presence in Country

BAYAN-USA, a national alliance of progressive Filipino organizations, commenced the month of June by mobilizing the Filipino community to voice their outrage and concern to the Philippine President Benigno “NoyNoy” Aquino III and Vice President Jejomar Binay on their respective visits to the United States.  BAYAN-USA condemns the Aquino administration for pushing policies that have prioritized opening up the Philippine economy to mainly cater to foreign economic and U.S. military interests, as well as the interests of the ruling classes in the Philippines at the expense of the rights and dignity of the majority of poor Filipinos. Binay visited Los Angeles this past June 2nd, while Aquino is slated to meet with US President Obama this Friday, June 8.

Binay declared his visit to the U.S. was to meet with U.S. Vice President Joe Biden to ask for help in defending the rights of trafficked Filipino teachers in Maryland. However, protesters from BAYAN-USA doubt Binay’s interest in workers’ rights due to the very fact that he was staying at the Hilton LA Airport, a boycotted hotel by a hotel workers union, which includes Filipino members. The union called for a boycott to ensure that the workers’ rights to unionize be upheld as well as the fair treatment of workers across the board.  

President Aquino, on the other hand, will be meeting Obama at the White House to discuss increasing U.S. military presence in the Philippines.  Aquino may discuss the Philippines signing onto Obama’s Trans-Pacific Partnership Agreement (TPPA), a U.S.-led neoliberal free-trade agreement – often referred to as the NAFTA of Asia – which will further liberalize Philippine markets to deregulate foreign business ownership, clearly violating Philippine sovereignty and self-determination. Many economists have pointed to the TPPA’s design to secure US economic dominance in the Asia-Pacific region, while isolating super rival China’s emerging economic influence.

With every US military shift dictated by a US economic agenda, BAYAN-USA recognizes these meetings as Aquino’s subservience to U.S. economic and military interests, as he allows the increase of U.S. military presence in the Philippines in exchange for the tripling of U.S. military aid to the Philippines.  His visit is in line with the Pentagon’s recent announcement of a  60% strategic shift to the Asia Pacific region set to be completed by 2020. As the Obama administration uses military bullying to dictate and project its economic power in the Asia-Pacific region, it continues to justify its actions by sowing an anti-China scare campaign reminiscent of Cold War-era messaging.

Filipinos in the U.S. and in the Philippines declare, “The Philippines is NOT for sale!” and will conduct protest actions in both countries to condemn the U.S.-Philippine military alliance, which will only perpetuate more human rights violations against the Filipino people and aggravate the threat of war, putting the Philippine nation in direct danger of unwarranted military action.

Filipino Americans Enjoin Community to Fight Against Human Trafficking; March for a New Philippines on PIDC 2012

NEW YORK — This coming Sunday, June 3, 2012, the National Alliance for Filipino Concerns (NAFCON) and BAYAN-USA will be joining the annual Philippine Independence Day Parade once again to present the pressing issues that Filipinos in the United States are experiencing and to make the community aware about these issues and how they can contribute to address these.

This year, the alliances and their member organizations will tackle once more the issue of human trafficking, which has become even more rampant during the past few years, with victims coming out in groups and speaking out to tell their experiences, such as the Florida 15, Arizona 34, Orlando 18, Sentosa 27++ and many more.

Most of them have been recruited from the Philippines and brought into the United States with the employers promising them jobs but ended up sending them in either a different workplace or to work within terrible conditions. They were given false hopes for better lives and employment, but most of them eventually lost their status due to employers’ negligence and fraudulent acts. Some were even subject to detention, removal proceedings and deportations, which none of them have ever hoped for.

In line with the theme of this year’s Philippine Independence Day Parade, “Ang Bagong Pilipino, Bagong Kalayaan, Bagong Layunin, Bagong Pagkakaisa” (The New Pilipino, New Independence, New Goal, New Unity), NAFCON and BAYAN aim to awaken the minds and hearts of Filipinos in the United States on these issues and become the new Filipino, who will fight for the rights of migrant workers and who will not let injustices plague our country and fellow men.

These progressive alliances aim to fight for a new Philippines that is free of debt, exploitation, corruption, landlessness and one that will have jobs in the home country so Filipinos need not to leave, sell cheap labor to other countries and get separated from their loved ones; a Philippines whose government takes responsibility and fights to end Labor Export Policy (LEP) and addresses the needs of its people and can stand up on its own and free from the dictates of super powers. Only then, if our beloved motherland has reached this stage, can we say that genuine freedom and independence has been truly achieved.

So this Sunday, NAFCON, BAYAN and their member organizations enjoin Filipinos to march for real independence and to unite in ending these forms of exploitation and abuses and in making the perpetrators of these inhumane practices accountable to the people.

Anakbayan-USA Tribute to Ernesto “Ka Erning” Gulfo

We are outraged by the brutal assassination of Ernesto “Ka Erning” Gulfo, urban poor leader and community organizer of Catmon, Malabon on May 30, 2012.  We condemn the systematic and continuous terror campaign of the Aquino regime against our people back home in the Philippines.  Ka Erning’s murder adds to Aquino’s growing record of political killings.  This clearly shows that Aquino is perpetuating the legacy of the previous President Arroyo through his utter disregard for human rights.

Ernesto “Ka Erning” Gulfo is an urban poor leader and community organizer of Catmon, Malabon.  As the chairperson of the local alliance of people’s organizations against the demolitions of urban poor communities, Alyansa Kontra Demolisyon (AKD) – Malabon, he was organizing the community to defend itself against a demolition that would displace over 1,500 families.  Ka Erning had a deep grasp of the community’s problems and the Philippine government’s devious schemes to displace urban poor communities in the name of “development”.  He worked tirelessly to organize local residents to stand up and defend their basic human rights.  He showed that the way to truly change these conditions was to take collective action and struggle for national democracy.  Because of this, he became a prime target of state-sponsored terrorism.  On the morning of May 30, two unidentified men entered his home and shot him twice in the chest. Ka Erning is now the 77th victim of political killings under the Aquino administration.

As soon as we found out about his murder, it immediately sent shockwaves throughout the Filipino youth movement in the US.  Many of us had the opportunity to meet Ka Erning on our exposure trips to the Philippines.  He was a humble and warm-hearted comrade, father, grandfather, and laborer who selflessly welcomed community members and exposurists into his home.  Ka Erning was a wise teacher to a generation of Filipino youth and student activists here in the US.  He generously shared his years of experience and insightful lessons as an organizer and activist.  He emphasized that in order to effectively organize, we should not only hold meetings, but be on the ground in the community and immerse ourselves in the lives of the masses.

The struggle of Ka Erning and the urban poor population of the Philippines resounds strongly to us, who are part of the Filipino diaspora. The poverty and injustices that cause the internal migration and displacement of the urban poor in the Philippines are the same conditions that force thousands of us to migrate abroad daily.

Under the current Aquino regime’s Public-Private Partnership “development” scheme, violent demolitions and human rights violations are an integral part of the ruling class’ ruthless drive to acquire property and profit.  Even here in the US, communities are increasingly under threat of displacement by the ruling 1% through the gentrification of working class and immigrant communities, as well as the widespread foreclosure of homes by big banks.

Ka Erning fought for a brighter future for our people. He will live on forever in the hearts and memories of the Filipino people here in the US as a martyr of our people’s struggle for dignity and genuine liberation. We will continue his unfinished struggle.

We call on our kababayans to emulate Ka Erning’s shining example.  Let’s organize and struggle for a Philippines where human rights are upheld and all our people will have homes and a life with dignity.  Struggle for national democracy until victory!

Filipino Youth and Students hold Founding Congress of Anakbayan-USA in the midst of Anti-NATO Protests in Chicago

Chicago, IL – On May 18, Filipino youth and student leaders from across the US convened at the Centro Autonomo community center, located in the Albany Park neighborhood of Chicago, for the historic Anakbayan-USA Founding Congress.  The congress established Anakbayan-USA as a nationwide organization and overseas national chapter of Anakbayan Philippines in the midst of city-wide protest marches and rallies against the ongoing North Atlantic Treaty Organization (NATO) Summit. This, according to organizers, is their symbolic protest and act of defiance against the global 1% represented by NATO.

The theme of the founding congress declared the purpose and direction of Anakbayan-USA: “Makibaka! Huwag Matakot! Unite and Strengthen the Filipino Youth Movement in the US to Advance the Struggle for National Democracy in the Philippines!”  The theme is aimed at calling on the youth to join the struggle against the increased repression in the US and to contribute to the struggle for genuine social change in the Philippines. 

“It [AB-USA Founding Congress] couldn’t have come on any other day than today, in the face of G8 and NATO.  This is our act of defiance.  Our coming here together as youth and students of our people is our act of defiance in the face of imperialism. We owe this to our brothers and sisters who have suffered and who have sacrificed their lives to fight for our people’s liberation,” said Yves Nibungco, elected founding National Chairperson of Anakbayan-USA. 

Over 60 delegates from Anakbayan chapters in Seattle, Los Angeles, New York, New Jersey, San Diego, East Bay (Oakland), Silicon Valley and Chicago, including delegates from affiliate organization, League of Filipino Students (LFS) – San Francisco State University came to the founding congress to approve a General Program of Action and elect the National Executive Committee of Anakbayan-USA. Those elected were Yves Nibungco of Anakbayan New Jersey as Chairperson, Janelle Quibuyen of Anakbayan Seattle as Vice Chairperson, Eric Tandoc of Anakbayan Los Angeles as Secretary General, Ivan Penetrante of Anakbayan San Diego as Education Officer, Noemi Teppang of Anakbayan Silicon Valley as Finance Officer and Lyle Prijoles of the League of Filipino Students-SFSU as Solidarity Officer. 

The keynote speech was delivered through a pre-recorded video by Jose Maria Sison, the exiled Filipino revolutionary and founding chairperson of the seminal Filipino youth organization, Kabataang Makabayan (KM). “We are certain that your congress will strengthen your resolve and will instruct you to arouse the Filipino youth throughout the US, expand and consolidate Anakbayan-USA and mobilize an increasing number of Filipino youth along the line of anti-imperialist and democratic struggle and militant support for the struggle of the Filipino youth and people for national liberation and democracy in the Philippines,” said Sison.

A live message was given via Skype by Renato Reyes, Secretary General of Bayan Philippines and founding chairperson of Anakbayan Philippines in 1998, in which he affirmed the role of Anakbayan in the US.  “Anakbayan can introduce Philippine history, society and revolution to a growing number of Filipino-Americans who long to understand their roots and the struggle in the homeland. At the same time, the Fil-Am youth experience first-hand problems of racism and discrimination as well as economic exploitation and imperialist war. Anakbayan should also organize the immigrant youth who are familiar with the severity of the crisis in the Philippines, often the reason why they have to migrate,” said Reyes.

Chanting “Makibaka! Huwag matakot!”, a protest chant popularized during the anti-Marcos dictatorship struggle in the 70’s, members of Anakbayan-USA pledged “to continue to expose the rotten character of the Aquino regime and to raise the struggle for national democracy to a new level of intensity.”  The delegates concluded the founding congress with a group oath-taking and singing of progressive Filipino songs.

Anakbayan-USA later marched with the “national liberation” contingent at the Coalition Against the NATO/G8 demonstrations in downtown Chicago comprised of Filipinos, Puerto Ricans, Palestinians, Canadians and others to denounce NATO and G8 as instruments of the “Global 1%” in exploiting third world countries like the Philippines. ###
